The Food Safety and Standards Authority of India (FSSAI) has released a consultation paper dated 1st May 2025, seeking stakeholder feedback on a proposal to restrict registration facilities for select food product categories. The proposed move aims to enhance regulatory oversight and ensure that only compliant and appropriately equipped food businesses operate in high-risk categories.
Currently, food businesses with annual turnovers below ₹12 lakh are eligible for registration under the FSSAI, a process primarily designed for petty food operators. However, the authority has observed that several businesses are manufacturing high-risk food items—such as nutraceuticals, health supplements, energy drinks, special dietary uses (FSDU/FSM), novel foods, and traditional foods—under the simple registration mechanism, bypassing stringent scrutiny.
To address this concern, FSSAI proposes disallowing registration for the following product categories:
- Health supplements and nutraceuticals
- Foods for special dietary use (FSDU), medical purposes (FSMP), and special medical purposes (FSMP)
- Novel foods
- Proprietary foods
- Energy drinks and fortified foods with added vitamins/minerals
FSSAI urges all stakeholders—including manufacturers, industry associations, food business operators, and consumers—to submit their comments and suggestions on the proposal by 15th May 2025.
