FSSAI Enforcement Drive 2025: Pan-India Crackdown on Spices in October

The Food Safety and Standards Authority of India (FSSAI) has launched a nationwide enforcement drive on spices scheduled for 1st to 31st October 2025. This initiative directly follows the Pan India Surveillance on Spices conducted between November 2024 and February 2025. That surveillance highlighted several instances of non-compliance, including quality failures, contamination, microbial issues, and labelling violations.

Consequently, this drive aims to strengthen food safety compliance at the manufacturing level and ensure that spices available in the Indian market consistently meet the standards prescribed under the Food Safety and Standards (Food Product Standards and Food Additives) Regulations, 2011.

Key Highlights of the Enforcement Drive

1. Products Covered

FSSAI has identified thirteen widely used spices for this initiative:

  • Black Pepper (Whole & Powder)
  • Cardamom (Whole & Powder)
  • Chilli (Whole & Powder)
  • Cinnamon (Dalchini) Whole
  • Coriander (Whole & Powder)
  • Cumin (Whole & Powder)
  • Turmeric (Whole & Powder)

2. Objective

The drive focuses on three core objectives:

  • Ensuring quality compliance, including purity checks, contaminant control, and microbiological safety
  • Verifying labelling requirements so that each spice product carries accurate and complete labels as per FSSAI norms
  • Identifying hotspots of adulteration and flagging problematic zones and manufacturers for corrective action

3. Implementation

To ensure maximum impact, FSSAI and state authorities will adopt a structured approach:

  • Inspections and sampling will take place at manufacturing units so that compliance is verified at the source
  • NABL-accredited laboratories will test the samples for all parameters specified in the regulations
  • Authorities will record inspection data on FoSCoS/ FoSCoRIS and submit a consolidated report to FSSAI by 20th November 2025

Why This Matters for Food Businesses

For manufacturers, processors, and packers, this enforcement drive is not just a compliance exercise it is a critical risk management step. Non-compliance may result in penalties, product recalls, or even FSSAI license suspension.

Therefore, food businesses should take proactive steps to:

  • Review their quality control protocols and ensure that products meet contaminant and microbiological standards
  • Audit their labels to verify compliance with FSSAI requirements, including ingredient declarations, batch numbers, and FSSAI license details
  • Perform in-house testing before dispatch to minimize the risk of failure during official inspections

Industry Implications

This drive will likely improve supply chain transparency and strengthen consumer confidence in Indian spices, which is crucial for both domestic sales and exports. Moreover, it sends a clear signal to the industry that Good Manufacturing Practices, traceability systems, and regulatory readiness are no longer optional but essential for long-term success.

Conclusion

FSSAI’s October 2025 enforcement drive marks a significant step toward making Indian spices safer and more reliable. As a result, manufacturers now have a valuable opportunity to showcase their compliance, upgrade their quality systems, and reinforce their market credibility.
