India to Ban ‘Forever Chemicals’

The Food Safety and Standards Authority of India (FSSAI) has taken a decisive step to enhance packaging safety regulations. On October 6, 2025, the authority issued a draft notification proposing amendments to the Food Safety and Standards (Packaging) Regulations, 2018. The new proposal, titled Food Safety and Standards (Packaging) Amendment Regulations, 2025, seeks to align Indian packaging standards with global best practices. Through these changes, FSSAI aims to restrict the use of chemicals that may pose health risks when in contact with food.

Eliminating โ€œForever Chemicalsโ€ from Packaging

The draft amendment introduces a complete ban on Poly and Perfluoroalkyl Substances (PFAs) in food contact materials. These compounds, often referred to as โ€œforever chemicals,โ€ remain in the environment for years and have been associated with adverse health effects. By removing PFAs from food packaging, FSSAI intends to minimize consumer exposure to harmful residues. At the same time, the move is expected to drive the adoption of safer and more sustainable materials in the packaging industry.

Restricting Bisphenol A (BPA) in Food Contact Materials

In addition to PFAs, the proposed regulation targets Bisphenol A (BPA) and its derivatives. BPA is commonly used in containers and can linings, but research indicates it can migrate into food, posing potential health hazards. The amendment requires that all food contact materials made from polycarbonate and epoxy resins be completely free from BPA. This change will encourage manufacturers to explore safer, non-toxic alternatives, leading to a healthier packaging environment across the food industry.

Stakeholder Feedback and Consultation

To ensure transparency, FSSAI has invited stakeholders to share their views before finalizing the amendment. Feedback and objections can be submitted in the attached format within sixty days from the date the official Gazette notification becomes available. Interested parties may send their comments to the Chief Executive Officer, Food Safety and Standards Authority of India, at the Food and Drug Administration Bhawan, Kotla Road, New Delhi โ€“ 110002, or by email to regulation@fssai.gov.in. The authority will carefully review all responses received within the prescribed period before issuing the final regulation.
