FSSAI Issues First Amendment to Labelling and Display Regulations, 2025 – New Rules for Coffee-Chicory Mixtures

The Food Safety and Standards Authority of India (FSSAI), through Gazette Notification No. F. No. SS-T017/1/2023-Standard-FSSAI dated 8 August 2025, has issued the Food Safety and Standards (Labelling and Display) First Amendment Regulations, 2025. This amendment specifically updates the labelling requirements for Coffee-Chicory Mixtures under Schedule-II of the Food Safety and Standards (Labelling and Display) Regulations, 2020. The regulations will come into force on 1 July 2026, giving the industry an 11-month transition period to align their packaging with the new norms. The draft of this amendment was originally published on 17 February 2025, inviting public objections and suggestions, which were duly reviewed before finalisation.

New FSSAI labelling for Coffee Mixtures

Coffee–chicory mixtures are popular in India, but product labels often vary in how they present composition. Consumers may not easily identify the exact coffee-to-chicory ratio, leading to confusion and potentially misleading impressions about product quality.

FSSAI’s amendment aims to:

  • Ensure clear and standardised declaration of coffee and chicory percentages.
  • Improve front-of-pack transparency for easy consumer understanding.
  • Help consumers make informed purchase decisions.

Key Changes: Labelling of Coffee-Chicory Mixtures

The amendment replaces the existing sub-paragraph 2.2 on Coffee-Chicory mixtures with revised, more explicit labelling requirements aimed at ensuring clear consumer information on product composition.

Every package containing a blend of coffee and chicory in instant form must carry a front-of-pack declaration stating: “INSTANT COFFEE-CHICORY MIXTURE – MADE FROM BLENDS OF COFFEE AND CHICORY”, followed by:

New Regulations implications for coffee Manufacturers

Manufacturers, packers, and importers dealing with coffee–chicory blends must:

  • Update packaging artwork to incorporate the exact declaration format.
  • Ensure accuracy in percentage calculation of coffee and chicory.
  • Position declaration clearly on the principal display panel in compliance with font size rules under the 2020 regulations.
  • Avoid ambiguous terms or alternative wording that could dilute the mandated message.

Failure to comply after the effective date may lead to regulatory action, including product recall or penalties under the Food Safety and Standards Act, 2006.
