BIS Certification Deadlines

India Extends BIS Certification Deadlines for Aluminium Beverage Cans

Regulatory Update | October 2026

BIS certification for aluminium beverage cans now has revised deadlines. The Ministry of Commerce and Industry, through DPIIT, issued the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Second Order, 2026. The Order is dated 13 October 2026 and was published on 14 October 2026. It revises the timeline for mandatory BIS certification under IS 14407:2023 – Aluminium Cans for Beverages – Specification.

What has changed in BIS certification for aluminium beverage cans?

Each enterprise category now has its own deadline. First, find your category below.

Enterprise categoryCompliance deadline
Other enterprises1 April 2027

Why was the deadline extended?

Industry reporting by The Economic Times points to several reasons. These include supply constraints, increasing demand for aluminium cans, limited domestic production capacity and the time required to complete certification. As a result, manufacturers and beverage companies get more time to prepare for compliance and stabilise packaging supply.

What does BIS certification require?

Covered aluminium beverage cans must conform to IS 14407:2023. In addition, they must bear the BIS Standard Mark under a valid licence, as the Quality Control Order prescribes.

The BIS product manual outlines requirements for aluminium composition, mechanical properties, dimensions, coatings and performance testing. However, manufacturers should consult the current standard and applicable amendments for the complete technical requirements.

Key exemptions and transition provisions

The Order provides specific exclusions and conditions, including:

  • Goods manufactured domestically for export.
  • Goods imported into India when already filled with solid, liquid or gaseous material.
  • Eligible pre-implementation stock, which may be sold for up to six months after the applicable deadline. This is subject to the prescribed conditions and a Chartered Accountant-certified declaration to BIS.
  • Up to 200 imported items annually for qualifying research and development purposes. This is subject to restrictions and record-keeping requirements.

Therefore, businesses should verify eligibility against the exact wording of the Order before relying on any exemption.

What should businesses do?

Aluminium-can manufacturers should start or complete BIS certification preparations well before their applicable deadlines.

Beverage brands and importers should also review supplier certification, procurement contracts, packaging inventories and transition-stock eligibility.

However, FSSAI compliance remains separate. Businesses must continue meeting applicable food-contact packaging requirements under the Food Safety and Standards (Packaging) Regulations, 2018, including relevant amendments. BIS certification does not replace these obligations.

Conclusion

The revised deadlines give the industry more time to prepare for BIS certification for aluminium beverage cans. However, the technical requirements remain in place. Businesses should plan against their applicable deadlines and monitor further notifications from DPIIT and BIS.
